Abstract With the purpose of utilizing Open Space Ratio as an evaluating and regulating tool of residential environment, this paper discusses and analyses some basic issues about OSR. The attributes of OSR as an index of environmental quality is analysed and that the discriminative treatment between lots and large estates is necessary in evaluating OSR is discussed. Through the case study on the residential building regulations of New York, some other practical issues are discussed;the measuring rule of OSR, secondary regulating means, etc. And then, the building regulation systems and distribution ranges of OSR in Korean residential areas are compared with those of New York, through which the necessity and the way of application of OSR are proposed.
