Abstract For functional disorders caused by the extension of the average life span, many old people need protection in a community. And for the improvement of a living standard, healthy old people want to be supported with various services. Also by new trend of deinstitutionalization and community care, it is changed to systems of community-based welfare which is for the old people who live in homes rather than for those in protection systems. The community-based facilities is classified as the community care facility and the community-based utility facility by the degree of functional restriction of body and soul. The community care facility is a system which offers the daily life services such as counsel service, rehabilitation service, meal service and bathing service to the olds with functional disorders, and it is divided into the home helper service center, day care center and respite care center. The utility facility is a system, free time service, occupation service to heathy old people. And it is divided into senior center, assembly hall, school for the old, and they work as welfare center for the old as a unit. The functional analysis accorded by type classification of community-based facilities can be offered as basic sources which can be used in study of organization, distribution, and space plan of social welfare facility of each community.
