Abstract About the measurement of fluidity of concrete, various methods are suggested. Neverrheless it can't say that they are calculation methods analyzed under the theory that was lucid explanation. For establishment of the evaluation method of fluidity of concrete, it is necessary that the calculation method of rheologicaI constants on the basis of the theory that is lucid explanation. If fresh concrete can be expressed by an ideal Bingham modeI, its rheoIogical characteristics, which harre so far been expressed only qualitatir'ely. Can be evaluated quantitatively and theoretically using the two rheological constants as physical quantities of Bingham fluid,r.e, the yield value and plastic rriscosity. The authors developed a rheometer with a cylindrical rotor, which is usable in laboratories and at jobsites, by applying the analysis results of the flow of Bingham fluid around a cylinder. This paper describes the process of deve1oping this rheometer aimed at utilizing for proportioning design and quality control, as wel as the method of evaluation and results of applications of this rheometer on a laboratory level
