Abstract Architectural research, especially in case of post_occupancy evaluation, has been regarded as the tool which yields factual informations, not value_judgement ones, and feedforwards them to design process. Considering the relationship between POE and design, however, which should be reconsidered and reviewed on the logic of fact and value. For figuring out this, POE process is categorized into three phases in the study ; Defining problems, survey analysis, and interpretation recommendation. The problem of fact and value is investigated according to each phase. The results are summarized as follows , 1) Selecting the key problems to be surveyed is value-Judgement action. It cannot be accomplished by objective analysis or value-free judgement. 2) Survey and analysis is the process which attempt to get factual informations, but these are facts defined in the context of the goals of evaluation research 3) Interpretation of data and recommendation are inevitably value laden action. 4) To avoid the danger of misunderstanding the value judgement process as subjective or personal taste, and/or preference, there suggests to refer to the logic of communicative rationality (of W.Harbermas)
