Abstract As a basic to construct permanent more compare fresh mortar effect with hardened mortar effect after considering the characteristics of many materials (polymer and fiber) used to construct permanent form in fresh mortar experiment, flexibility, filling, viscosity. Of mortar were tested. And in hardened mortar experiment, dynamic characteristics were tested The results were as the followings. In the test of flexible mortar PC mortar grouting, the funneling time lengths in proportion to water- cement ratio increases and fiber addition ratio increases. In the test of L- type flow and funneling time, as fiber addition ratio increases, flexlbility decreases, but increases as polymer cement ratio increases but flexibily decreases as polymer cement ratio increaser above lO%. Tensile strength and bending strength show highest indexes in the situation of fiber addition 2.5% but above that bending strength decreases. This phenomenon is considered to occur because fiber addition ratio increace makes inner bondage of mortar higher. If fiber addition ratio increases above that degree volume of fiber increace occurs which decreases cement mortar amount meanwhile increases porosimetry and orgranization compressive strength is difficult
