Abstract |
The risk assessment regulation(RAR) is one of the essential articles of the occupational safety and health law for the construction industry along with safety and health management expense and safety organization regulations. However arguments regarding the working time of the safety assessment documents, the person in charge of documentation, weakness in legislative enforcement etc. are ongoing. Thus this study aims to extract the current problems in subject regulations and to propose proper measures to improve the effectiveness of the RAR through the comprehensive interview, questionnaire and site survey. Followings are the major points to be improved; 1) adjustment of submission time of documentations according to the customary construction execution process, 2) more flexible site inspection, 3) enforced management of the site implementation comparative to the degree of compliance, 4) project specific contents and slimness in documentation and 5) development of more specialized education program and referable materials to upgrade the competency of the persons involved. |
