| Abstract |
Judging from the practice in Korea, the management of design, procurement and construction in turnkey projects are being performed by independent parties. Since turnkey projects can be performed by "CM at risk" project delivery method. The Korean government is going to increase the number of turnkey delivery up to 30% by 2002 in public sectors. However, the turnkey projects in public and private sectors have been delivered by the legal system without proper standard agreements and procedure manuals. In order to lead proper propulsion and expedite the management of turnkey project delivery, it is necessary to define the management activities and establish the procedures of turnkey projects.
This study presents a countermeasure as a prior task from the comparative analysis of the instructions to tenders and the documents of the current turnkey projects, and proposes the application of "CM at risk" method for the efficient management of turnkey projects, and bring up the matters to be complemented in the managemental aspect through the comparison of the current turnkey method and "CM at risk" method. And this study defines the scope of CM activities in turnkey projects along with the CM services in design, procurement, and construction phases in conjunction with PMIS. |
