Abstract The following are the issues occurring through the analysis of field study in large-scale mixed-use development in Seoul and of mixed-use related papers. First, the general meaning of mix-use development in Korea is very limited to mixed-use dwellings and buildings used office without housing. Second, open spaces such as city plaza, courtyard and tree lawn for citizens are far too short of need. Nevertheless, the separate design between the urban space and the inner space of the building fails to link citizens movement and their daily life. In order to resolve the above problems, this study has focused in developing the variation of mixed-use development and publicity of the outdoor space. The space has been classified into downtown area, station area, built-up area, factory area, and historic area. According to each classification area, its characteristics, limitations and method for development will be examined. Next is the analysis of the method of launching mixed-use development in public. The factors of access and linkage, amenity, and openness are examined. Regarding all the facts above, the following implication has been concluded for the mixed-use development to overcome the issues of various urban problems in Korea. First, the role of the administration must be improved. Second, Establishment of master-plan must be put in prior. Third, the citizens participation should be increased through public/private partnerships. Fourth, a flexible and variation of aid policies must be improved. Fifth, numerous methods of planning must be developed.
