Abstract The study analyzes architect's schedule of services endorsed by architect bylaw and proposes an alternative system to replace current one. Current schedule of service is mixed with fee system, and is fragile to the change of fee system and even loses its role when the anti-cartel law is imposed. As the service system is in complex entity and in anomie state, there is a necessity to separate kinds of services from fee system, and to orient into process-based service schedule. The institutionalization of the service schedule should be targeted to encourage communication between the client and the professional engaged in the project and to ensure professional contribution. In the course pre-design services were emphasized to ensure proper design brief for the project that is underpaid in current architectural practice. Alternative Schedule of services is comprised with 6 phase-services: Pre-design(including site development), Design, Contract Administration, Post-contract, Project Administration(including bidding or negotiation) and Supplemental. Each services is accompanied with several services and service products.
