A Proposal for Improving Flexibility of Long-term Urban Development Process |

Abstract |
Large-scale urban development projects should be planned and implemented in the long-term perspectives, which require flexibility and continuity of their development plans. For example, master plan, which focuses on the directions and principles of development projects, should be prepared to offer a development framework, while detailed development plan and design guidelines should provide a practical solution in the development framework. This study, which analyzes the planning process of residential development system in Korea, found that (1) the development plan, which focused on the specific development program and its physical layout and allocation, limits severely the flexibility of residential development projects, (2) detailed district plan(former urban design) tends to loosen the development controls and design guidelines for flexibility, which means give-up of the effort to make better urban places. |
