Abstract The purpose of this study is to analyse and evaluate “pre-design review” system in Japanese municipal government on the basis of urban aesthetic considerations. In Japan, pre-design review is major implementation system to urban design policy, included building permission process. Especially, there are various pre-review systems for townscape control, sign boards and special districts.
As a conclusion, the experience of Japanese cases shows us the way how to control and what is important for townscape-control in municipal government in addition to existing design control system. These are as followings. (1)Pre-design review system should be introduced in early stage. (2)We should prepare various pre-design review systems depends on project sizes and characters. (3)Public participation system is a quite important to make it more flexible and efficient
