Abstract The downtown districts, which have not adapted oneself to the change in City growth, become hollow. The superannuated downtown does not supply central functions of the city. So the downtown loses a vitality that the area is changed rapidly a dilapidated district. It is same problem in old cities. This paper is started normative approach which redevelopment of downtown should have characteristic and peculiar things of the region. These are made from citizen's values and latent values of the region. Also these should be reflected the planning goal. Thus this paper seeks citizen's values, resident's values and latent values of the art street from the questionnaire on citizens in Gwangju. These results are based on making the goal of redevelopment plan. Furthermore, The practical value in development is estimated by WTP(Willingness To Pay) that converts potential values into money.
