Abstract The building act??controls the form and size of buildings under development with the provisions of building coverage, floor area ratio, height of building, number of floors, building area etc. The height and area of a building should be measured at??the ground level.??Therefore, the ground level of a building should be crearly defined.?? In practice, however, it is??hard to??define the ground level under the current building act, especially at a sloping site. ??This study put together??the practical problems of defining the ground level by investigating the relevant articles of the building act,??official records of question and answers on the issue between practitioners and the code officials, and practical guidelines set out by the code admisistration. ??In summary, this paper proposes certain changes to the currently ambiguous definition of the ground level.??It should be defined clearly to set the ground level for each rules of basement floor, building area, building height limitations due to the purpose.??It should??be also necessary to revise relevant??provisions.
