| Abstract |
A large scale urban development planning requires a secure financial supporting, because it starts on a long-term basis. Therefore, the key to the solution of this issue in the worldwide history was the authority's decision on terms and systems for arbitration and control of development by privates with minimum budget from nation or city and maximum of it from the privates. In this point of view, this research analyzed the development type and fund raising method in Paris; a large scale and long-range redevelopment plan by Haussmann in the 19th. After analysis, this study came to the important facts that nevertheless, development was focused on the public sector, which seldom yielded immediate benefits, it brought a systematic development by attracting private funds and skills and directed the private investment in the real estates to the activated public interest. The conclusion from this study may show us the first step toward the solution of the biggest problem of urban development planning that Korea has, speculative investments by privates. |
