Abstract The purpose of this research is to analyze the changes of the In-Sa Dong streets after the enforcement of the social program of creating historical and cultural inquiry streets and drawing a conclusion to make fundamental information to similar street-creating programs. In-Sa Dong has a precious preservation value because of the historical features of Ancient-Seoul though it is between high-rise commercial districts. Its historical streets and traditional shops make In-Sa Dong streets a special place. After the historical-cultural street program, improvement was performed but the rising of land price, rental value etc. caused the cultural-traditional industry to leave due to financial crisis or to transfer to a different place. Not only during the enforcement of historical-cultural street program but after it likewise, through positive cooperation of the local residents, citizen's solidarities, administrative organizations, post-occupant management must be addressed with deep circumspection. The research findings indicated that color scheme and building height on Insa Street were in stable condition, while there were inappropriate signages in certain area.
