Abstract Are there any methods to prevent cost overrun like that people take a medical checkup regularly for the prevention of a fatal disease. This study tries to find out cost diagnosis indexes to diagnoses cost for the prevention of cost overrun. This study suggests cost controlling process using the cost diagnosis indexes. Proposed cost diagnosis process consists of tow phases: observing changes, searching for causes. Similar to cost diagnosis process, cost diagnosis indexes consist of two indexes: index for observing changes, index for searching for causes. There must be abnormal changes to occur cost overrun therefore for diagnosing cost overrun, observing change must be needed in the first place. After observing changes, chief factor of abnormal changes could be chosen by the Pareto principle. The causes of the occurring of abnormal changes could be discovered by the fishbone diagram. On the course of this cost controlling process using cost diagnosis indexes, the data; varying pattern of cost indexes; causes of the occurring of abnormal changes; and the solution of problems could be stored and reused in the similar project. The contribution of this study is the proposing of cost diagnosis indexes. From that on the beginning stage of cost overrun, protective action could be taken so the big disaster of cost overrun could be prevented.
