Abstract Despite persistent discussion on the sustainable housing designs, little change has been made at the fundamental level. To examine the constraints, research efforts have to be focused on illuminating the problems in the total process of housing design in Korea. Therefore, this study examined the design process of the Sang-Am New Millenium Residential Area. Its logical framework laid upon two types of information; 'image information' and 'test information'. To identify the problems in the design process, 'test information' was produced through interviews, a qualitative research method. Based on the planning index of ecological housing, the discrepancies between schematic design and construction documents were investigated. Then, interviews were conducted with groups participating in the design. Factors identified as the test information were the residents' consciousness, the limits of regulation and system, the consciousness and organizational system of clients or operator, the design capabilities of designers and the technical limits of engineers. This test information was produced by the participating parties in the design process except the residents.
