Abstract |
The study intends to provide a measure to enhance public spirit in the development of commercial district in city plan area??Conventionally, commercial districts are expected to do servant role for the remainders, ie., residential district, industrial district, green district. In this reason commercial districts are given heavy infrastructure and are allowed high building volume ratio(about 3-5 times to that of residential district). Here we find some obligation exist in accordance to the benefit, and can call the obligation as a duty for public spirit. For the study we reviewed planning theories that advocate public spirit in city planning and design, and analyzed current research papers on public concepts. We found current studies confined the concept of public on public domain only, but neglected the fundamental role of urban plan to accomplish the public benefit, eg. proper location, proper building function. So we set up three elements to keep public spirit in the development of commercial district: 1) location in the urban structure, 2) building usage and volume ratio, 3) public access and cognition unto the commercial use and 'public-open-space'.
