Abstract This paper is to investigate the influence of stabilizing agent for recycled water(SARW) on the general characteristics of cement mortar for the effective application. Kinds and contents of SARW, solid content of SARW and keeping time are varied. According to test results, for fresh mortar, no variation of flow and air content with SARW is observed. For setting properties, the use of recycled water causes the acceleration of setting time. However, setting time shows to be delayed with an increase in SARW contents. Setting time is not affected by the solid content in recycled water. It accelerates with an increase in keeping time of recycled water. For compressive strength, both the use of SARW and increase of solid contents increase the compressive strength compared with P concrete. 1day of keeping time of recycled water increases compressive strength, 2days of keeping time have similar compressive strength with P concrete. However, after keeping time lasts over 3days, compressive strength decreases. For drying shrinkage, C SARW increases drying shrinkage, but , R, E, S SARW decrease the drying shrinkage. For the influence of solid content on the drying shrinkage, no variation with
