Abstract The purpose of this study is to clarify that the point at issue of fortress after Japanese Invasion of Joseon in 1592, and how it was solved by the Joseon Dynasty for, Namhan Fortress. The Joseon Dynasty recgnized the points at issue about fortress. The firsty point is Mountain-Fortress didn't have inhabitants who maintain the fortress, and the second one is that it is difficult to recruit the soldiers bccause the Mountain-Fortress was far from the residence. Therefore, the Joseon Dynasty made the plan to build a new town in the fortress. And they enforce the economical supports to the settlers that give farmland and reduce the tax for making the town in Mountain-Fortress. And again, Mountain- Fortress that was just the shelter destination at that time was changed into a military base by being organized as military forces that priests resided in Mountain-Fortress. "Namhan Fortress" was changed into "Military-city in Mountain- Fortress" that was peculiar type in period of Joseon by the above- mentioned maintenance.
