Abstract |
The purpose of this study is to suggest the policy directions to ameliorate the quality test and inspection system through the survey of domestic construction sites and benchmarking of foreign construction sites. To do so, this research examined the cases of the United States, Japan, Taiwan, and Singapore. According to the survey of 131 domestic construction sites, the constructor tended to employ the testing technician and inspector as a temporary project-based worker to avoid employing as a regular worker. Moreover it was found that about half of the QC managers held two positions concurrently such as construction engineer or safety manager. Judging from the benchmarking of foreign cases, quality inspection and testing activities should be distinguished from quality control activities in the 'Construction Technology Management Law', to enable the outsourcing of the test and inspection activity. Testers and inspectors should also be distinguished from quality managers, on condition that the quality manager belongs to a prime contractor. The testing and inspection activity should be independent of the construction activity. In the long run, the accreditation system on laboratories in job sites should be introduced, making a model of the CNLA(Chinese National Laboratories Accreditation) system in Taiwan. |
