Abstract This study aims to suggest the realization method of Small-Apartment adaptable to low residence in Korea, and to discuss a set of derived lessons. To do so, we picked up remarkable some examples in Seoul and then analyzed development and plan as a center. The result of this study can be summarized as follows : Apartment complex development have a slump in business because restricted urban rules. So we need make another project model like stepped block development for flexibility and rapidity : To reduce a project year, we need give guideline lead to publicness and regard it as project plan. It is useful to guarantee a living environment quality : To preserve local context and space organization, we need control a size of development unit like block and lot. We can guess that size is between 700㎡ and 3,000㎡ based on examples in Seoul : Dweller density affect environment and block size. So we need deregulate architecture rules in relation to it : The smaller we develop block, the stronger resident need. So it is difficult to consult together about their demands. We need make an advisory organs that correspond to local problem continuously.
