Abstract The objective of this research is to evaluate management and effectiveness of incentive zoning in the special planning districts, specially focus on up-zoning area in Seoul. The Result of this study showed that, firstly, incentive contents are concentrated to public open space, thin massing on high-rise building, roof gardening. In many cases, special district development got a lot of incentives in compensation for these public spaces provided by design guide lines, but the public spaces for citizen is not guaranteed publicness. Secondly, the incentive policy was highly effective for private sector's developer. According to analysis, B/C ratio is over 1.5 in almost special planning districts and Net value average valuate 75,596 million won. This result shows that benefits by incentive zoning are given to private sector too much and urban design guidelines for incentive were abused on urban-development. Therefore, incentive policies are required for exactness in building use permission, various method and clearness on incentive endowment, effectiveness of land donation policies, and evaluate-method for public open spaces.
