Abstract Public construction works have played a key role in providing people with life convenience and in maintaining and expanding social overhead capital. In spite of these functions and huge budget, occasional change orders have resulted from defective design in the process of public construction works. During public construction, the change orders are common. However, these change orders are one of main factors causing increased costs due to construction delay. The main factors of the construction delay are considered to result from occasional change orders caused by poor planning in the beginning of the project. Therefore, the proper planning such as an adequate review in design phase can improve the delay. Main factors of change orders causing the delay have been improved through system changes. To investigate the effect of the system changes, the author showed the effect of substantiality in design quality on construction durations and costs by comparing before and after substantiality in design phase. If the results of this study are utilized in future projects, the efficiency of construction industry and national competitiveness will be enhanced.……………
