Abstract Numerous studies have indicated that the traditional project management tools are not adequate to control construction project. because they were not developed to control uncertainty which is one of the characteristic of construction project. In traditional construction control process, supervisor usually measures the quantity of production for the project schedule. but reduction of cost and time is prerequisite for construction management recently. Flow production theory has suggested that better productivity, like that labor and cost performance can be achieved by reducing work flows variability. In this point of view, this research has suggested that 1) the concept of work flow and the measuring method of work flows variation, 2) construction control process that could pursuit of continuous productivity improvement adopt the concept of achievement ratio, 3) the probability of construction control process by using variation of work flow in case study.
