| Abstract |
Recently, the Build-Transfer-Lease (BTL) delivery system is being used in a variety of public construction projects such as schools, barracks, and cultural centers as well as large-scale infrastructure construction projects. Currently, the eligibility assessment on a potential BTL project is performed only by the quantitative analysis method using LCC, however a qualitative analysis method must be also considered in the assessment process. It is due to the fact that the efficient execution of governmental investment, and the efficiency and creativity of private investment, which are primary objectives of BTL system introduction in domestic construction industry, can not be adequately evaluated by the current LCC analysis results. The main objective of this paper is to propose an analytical model for effectively evaluating the eligibility of BTL projects in terms of both quantitative and qualitative analysis. A case study is also conducted in an effort to verify the effectiveness of the model proposed in this paper. |
