Abstract National Rental Housing can be suitable for the elderly because it can help to reduce housing expenses and its rental period of 30 years is appropriate for elderly people who prefer "aging in place". At present, 16.9 percent of residents of National Rental Housing are 60 years and older. The number of the elderly is growing and the supply of National Rental Housing for the Elderly (hereinafter "N.R.H.E") should also be increased accordingly. In this paper we propose a new model of N.R.H.E based on a new concept which enables elderly people to live independently, rather than to be isolated from the society. We provide master plan for model of N.R.H.E and also suggest the direction which can improve related regulations and activate the proposed model. N.R.H.E is designed as a housing unit with the functions of residence, welfare, and healthcare, and is connected to the outside spaces including local and housing estates and local communities. It is different from the existing National Rental Housing for common people because it considers lifestyle and physical conditions of elderly people. With this consideration, National Rental Housing can ultimately become a house where everyone wants to live including the elderly.
