Abstract Since the middle of 1990s', the construction wastes have rapidly increased due to the revitalization of reconstruction and redevelopment, the development of new urbanization of large housing development, the expansion of social infrastructure, and so on. Efficient use of resource as a purpose of “the rule on the promotion recycling of construction waste established in December, 2003” has not been suitable until now because recycled aggregate from waste concrete is mainly used for lower value-added product. Site recycling of construction waste not only can reduce the generation of construction waste, but also can effectively use as relatively higher value-added subbase of road. To establish the plan of activation on site recycling of construction waste, this paper presents; 1) the plan to improve the standard of impurity content by comparing and analyzing the developed countries's standards and 2) the plan to improve the policy that public institutions can be substantially allowed to site recycling of construction waste.
