Abstract The multi-family housing at public residential development area is socio-culturally and environmentally homogeneous when it is reviewed in terms of residential space use and development process in which various business sectors participate together at a short period. So, residential area should not be developed orderly with different development time, professional parts but should be integrated into planning process. Thus, this study focuses on the individual planning process and stiffen regulations tools on isolated planning process of public residential and housing area.Firstly, legislation system is needed to arrange for simultaneous development in residential and housing area. Secondly, from the beginning of project, dimensional investigations have to be operated with environmental impact assessment and district unit plan. Thirdly, planning system should be establish as a planning tools. The main causes of obstruction are isolations in planning methods, process and technique between public residential and housing area.Fourthly, we must solidify more cooperation system between professional fields. Professional pools are prepared for the human exchange between residential and housing site planning sectors. We must make mandatory specialist group's plan participation which is crossing mutually in planning system.
