Ma-ul-man-dul-gi' is used as a method on balanced land development. In this case, it is common that public sector is in charge of financial support and management of the project. Yet when determining the site of a project, it is generally estimated the value of regional resources rather than capacity of the resident organization or competitive power of experience program.
