Abstract Bubble talk of the construction cost for the current large-scaled public projects has been become an issue. Sometimes, overrun cost is occurred at the design development stages, contrary to the result of the feasibility study. In other cases, due to an unreasonably low cost budgeting, faulty construction work has been brought about. Therefore, improvement of the inappropriate budget estimate and management is being demanded. In the public construction, adequate construction cost management could be achieved by the cost planning, checking and controlling so that the clients could estimate the cost budget properly based on the reasonable function and quality of the design within the range of the budget. Cost planning technique could be employed as a means of decision-making with the standard quality criteria. Cost planning method of the public works shall be essentially pre-conditional for an effective investment. Therefore, this study has an objectives of analyzing the cost management status and aspects of the government buildings from the project programming stages to the design stages and offering cost management process for utilization of an effective cost planning method. In order to obtain this objectives, this study has been carried out with an intention of surveying the overall process of the cost management for the public buildings. This study is to propose recommendable improvement remedies after analyzing any problems that may be brought about in the cost management as per each stages(planning, schematic design, design development, plans and specifications).
