Abstract Despite a policy of expanding housing supply, it was reported that as of 2005 it took 7.7 years on average to own the house after marriage. Further, an unstable housing price caused by the increase in sale price for new apartment units brought about the implementation of limited disclosure of the original costs of apartment units in public housing lots, along with the post-construction sale system and a price limitation on new apartments. The aim of this research is to analyze the validity of disclosing the original unit cost of apartment for the establishment of a housing policy on expanding the range of disclosing the original unit cost of apartment, based on participation and cooperation through governance. The public opinion survey indicated that the respondents' understanding of the disclosure was below the normal in general. In terms of the disclosure of 7 items out of private apartments' orignal costs, it was found that the consumer group approved of it, while those who engage in the real estate business opposed it. Regarding the implementation of the price ceiling system, the low-income class thought of it as an essential policy for stable housing price, while the high-income class considered it skeptically. In addition, the result showed that the respondents did not think the simultaneous implementation of the disclosure and the price ceiling system would be double regulation, implying the successful policy. Further, this research suggests that the government should lead implementing process by developing and operating policies through governance so that a stable housing policy can be established and inexpensive but high-quality apartment units can be supplied.
