Abstract Construction sites have lots of difficulties in safety management due to lack of budget, expedition, human errors, lousy work conditions, etc. Not only their budgets affect the hazard levels of the sites, but also their safety managers' experiences and abilities play vital role in reducing hazardous situations. Industrial Safety and Health Act provides enforcement policy on safety managers and safety budgets, for example, safety managers must be exclusively appointed to such sites whose construction costs are equal to or larger than 12,000 million won. One of the controversial issues of this act is that it does not regulate safety management for such sites whose construction costs are under 300 million won. This study analyses the policies on safety management in construction sites and it compares and investigates fatal accident records as well as its cost-efficiencies in accident prevention among several policies on safety management. Finally it provides modified plans that can enhance the safety levels of construction sites.
