Abstract This research analyzed the situation of the market controled with the law and of the objective and problem of Market-Activation Enterprise. And it analyzed the interrelationship between the law of market and the space formation of actual markets investigated in Ulsan City. Through these analyses, it aims to grasp the improvement direction of control system for market. We got the next result about problems of the control system for market : The first, the law changed to control the market without distinction with present-day commerce facility. The second, the object for control is dim because the law defines just part of market domain. The third, the Government supported only modernization of market facility and management. The law was purposed to modernize the market domain immoderately. Therefor, the complications created more in the market domain and the system could not protect important role of the market related to area. The market in law must be defined again through considering the characteristic which the market domain included such as the public and the character of the area.
