Abstract The objective of this research is to examine influencing factors of B/C Ratio by incentive zoning in special planning districts in Seoul. Twenty-two factors regarding B/C ratio are defined, and incentive endowments in 25 special districts were surveyed. And correlation analysis, covariance analysis and regression analysis were conducted to examine the relationship between variances and B/C ratio. The results of this study showed that, firstly, current incentive policy has produced an quantitative imbalance, because it is in control of incentive zoning according to rate of site area. Secondly, as a result of the regression analysis of the 13 factors to influence the B/C ratio, 5 factors such as 'sum of floor area', 'possession rate of residential usage', 'benefit by enlargement floor area', 'cost of public facilities' and 'construction cost for increasing area' are chosen to influence the B/C ratio. Especially, 'sum of floor area' is selected to be a most influenced factor. In addition, 'site area' is selected to be an fundamental element related with floor area, land donation, cost of public facilities. Therefore, incentive policies are required to change a compensation for property loss into a expansion of social benefits.
