| Abstract |
This paper is finally aimed at surveying the status quo of business expenses calculation for efficiently advancing BTL and at suggesting improvement plan by surveying on BTL business experts’ consciousness. BTL projects that has been conducted for four years in 2008 is raising doubts about the business promotion, due to the burden of risk for pre-investment of large amount, in spite of the government’s effort to activate private investment on SOC. Thus, it is found that operational expenses are the most important variable, by means of surveying and analyzing the status quo of BTL business expenses calculation, such as the current method of calculation by item, including grant and operational expenses, and problems. In addition, the following optimized improvement plans are suggested by collecting experts’ opinions: Suggestion of evaluation standard of Request for Proposal, regular evaluation of expenses’ propriety, LCC analysis, diversification of business validity evaluation, suggestion of the maximum and minimum of total amount of operation and maintenance expenses, and of its basis, development and introduction of the grant calculation system and expenses management system. |
