Abstract This study aims at proposing the improvement schemes for the Upgrading District in the Residential Environment Improvement Program. To do this, it analyzes the problems, makes a category of the physical characters, and examines the current conditions. There is little doubt that Low-Income Housing Improvement Project has contributed to improvement of the residential environment for low-income communities; but, the problems resulted from the demolition-oriented tool, such as decrease of the resettlement rate and devastation of the existing community, still remain. This paper has found that the common characters of Self-help Improvement District are that environment of community is deteriorated due to the concentration of tiny lots and lack of proper streets; and that the percentage of young people is being decreased while an aging society is being accelerated. This paper proposes the three improvement schemes based on such findings: 1) a mixed approach of a lot-unit and a block-unit development for a district where sound and deteriorated environments are mixed, 2) a gradual-improvement approach based on lot-unit development while keeping existing communities, and 3) an entire improvement approach based on district-unit development for an area where it is hard to keep the existing community structures.
