Abstract The aim of this study is evaluate urban regeneration factors as proposal to solve various problems generated in downtown of Kwangju Metropolitan City and offer alternatives for making decisions more rationally by reflecting inhabitant's opinion from the stage of setting plan. For this study, we measured and analyzed the effectiveness level being the difference of importance and performance level by eliciting things about importance and performance level on the factors of urban regeneration obtained by inhabitants and experts groups. The questionnaire about urban regeneration factors were made up by using Likert scales of importance and performance. Survey respondents were composed of inhabitants aging twenty and above living in Kwangju. We assessed factors about urban regeneration on the basis of the result showed in fourth quadrant, drawing action grid with the average of importance and performance. As the result of analysis, seven factors were condensed from thirty-seven elements as the high factors of them. Seven factors are as below : housing expansion for low-income group, saving energy and resources, water-friendly environment, downtown public parking zone, green open space, ecosystem preservation and connection, facilities for disabled people. Of them, inhabitants group think that factors about facilities for disabled and downtown parking place should be improved, while experts group indicated facilities for disabled and green open space as the most important factor respectively. Facilities for disabled people was selected as highest level by both of them. The responses of inhabitants and experts were similar as a whole.
