Abstract About 900 fires break out yearly during new construction of buildings. Because buildings under construction have fire risk factors such as fire treatment and use of temporary mobile electric wires in several places and flammable materials are placed in disorder, they have much greater risk level than completed buildings. Also, since the buildings under construction are not equipped with fire fighting equipment such as fire alarm system and automatic fire extinguishing systems, they have a difficulty in fire extinguishing, fire alarm, or escape activity. Specifically, in case fire breaks out in higher stories of high-rise buildings under construction, it is impossible to lift water for fire-fighting by a pump car to extinguish a fire, which becomes a very serious problem. Therefore, this study suggests fire preventive measures for the buildings under construction as follows: to install a fire alarm and fire-fighting facilities temporarily, to limit keeping of flammable construction materials within the construction site of the buildings under construction, to enhance field safety management in the construction site, to impose duty to appoint a fire prevention manager during new construction, to formulate a fire prevention guideline for the buildings under construction, to provide safety education for daily workmen and foreign labors, and to impose duty to insure employers liability and construction insurance in case of new construction.
