Abstract The local improvement project to apply in deteriorated residental areas that low income class lives is strong meaning of social welfare than other project. Recently, the skeptical sight about business is increasing gradually, it is close connection with effectiveness. It was less effect than much funds, living environment and dwelling stability are serious specially. If we consider their economy level etc.., more financial resources should be supported in dwelling stability. but, most fund was investing to infrastructure such as road actually. The purpose of this study is to find ideas that promote their living environment and dwelling stability. It observed some cases in Japan with Plan, Project, Management and analyzed the relationship by project's goal. This study is concluded like the followings. First, it must establish local plan for deteriorated residential area's management. Second, it must diversify usage and type of house. Third, it must devise new improvement method. Fourth, public must become active coordinator. Fifth, it must construct life support network of social economy. Sixth, it must construct governance system by mutual cooperation.
