Abstract This paper introduces a system, Stochastic Quality Function Deployment (SQFD), which enables quality performance evaluators to estimate the Quality Performance of a Design/Build firm in a competitive bidding under Design/Build contract. The system complements the limitation of existing deterministic QFD by incorporating an algorithm finding out the best fit PDF automatically as well as simulation modeling and analysis method into QFD so as to efficiently deal with the randomness and uncertainty in the data processing relative to the quality performance of a D/B firm. The SQFD system retains the following features in supporting a decision-making relative to the multi-participants and multi-variables: (1) handling the uncertainty of the QFD input variables effectively by implementing the component that searches the best-fit-PDF from QFD input data automatically, (2) measuring the variability of QFD output data, which are SQPIs obtained from SQFD execution, by using the best-fit-PDF found, (3) facilitating data processing and statistical analysis by automating the SQFD system. The validity and reliability of the SQFD system were verified by testing with survey data obtained from experts in quality performance measurement of D/B project delivery system.
