Abstract Water can be the origin of human being life from the natural elements. Also it coexists with building variously to the true identity characteristic of the building. This paper considered the design effect and the improvement of characteristic of water space which is introduced in public architecture through theoretical investigation and site research. The purpose of paper is to propose the rational design plan of water space in public architecture. The results of this study were as follows; first, water space in the public architecture is contributed to raise a stay characteristic and to make open space. Second, water space in the public architecture is an element which strengthens a place characteristic to operate analogic and perceptional element in the user. And It makes environmental architecture-friendly to persue harmony with nature. Third, architect has to raise an experience effect to produce a three-dimensional water form in the water space design. In other words, it produces the place which can experience with the five senses. Fourth, architect must apply water space to the strategy tool of public architectural design through research of an effect of water, value of water and control technique of water space.
