Abstract A fire broke out in the cold storage located in Icheon in January 2008 during its finish construction and 40 people were dead. This study examined this fire in detail and analyzed problems, and proposed measures to prevent recurrence on the basis of the results. The proposed measures to prevent recurrence were as follows: to reinforce safety control in new construction sites, to limit the architectural design, construction, and supervision by the same affiliated company, to limit the relaxation application of fire compartment strictly and minimize the exception of applying installment rules of fire facilities, to prepare the basis of reinforcing the criteria of building fire prevention and fire facilities installment, to improve the fire prevention facilities of a building and fire facilities in order that their functional stop or manual handling is not easy, to conduct active prevention activity and strict law execution in the fire station level, to improve a system to appoint fire wardens prior to completing a new building, to construct a system for the thorough maintenance and management of fire facilities, to change a policy from one-sided deregulation to rational deregulation for safety, introduce the systems of design, construction, supervision, and a permit for building completion for fire prevention facilities of a building, to impose duty to insure the construction exceeding some scale against employer's liability, construction insurance, or prefab construction insurance.
