Abstract This study aims to develope the blight level assessment indicators based on the quality of residents' lives in the blighted apartments and to contribute to the improvement of living environment of reconstructed apartments. 29 indicators categorized into 9 characteristics of 3 themes were drawn from the literature on housing performance assessment, reconstruction system, living environment evaluation indicators and residential satisfaction across the nation and the world. Then, a survey was conducted to ask the opinions of both housing experts and residents on the priorities and the order of the importance of these indicators, and the assessment values of these two groups were compared by using the AHP method. As a result, both groups valued the priorities in the order of physical blight, social blight and economic blight, but there was a slightly different view on the detailed feature even in the same blight theme, in that the experts valued the physical blight level of building structure and equipment, while the residents regard highly physical living environment. In addition, the physical blight level in the response of the resident group accounts for more than other types of blight level, but in the expert group, it was just as much as the social blight level in spite of its higher priority. This indicates that although the physical aspect was highly valued, others also influenced a blight level assessment.
