Abstract Currently, Zoning Regulation of Korea is managed in method of controlling same use and density to same usage region so that site factor and regional difference does not reflect on them. Also due to stiffen usage regional system, not only appearing the Doughnut phenomenon, increase of traffic road, traffic jam and congestion of cities and environmental pollution but also in fact that not rightly responding to social consumption of new Mixed-Use Development. Expecially, forms centralized Mixed-Use Development of high storied and high density with business centered development form. Therefore, through analysing problems of current Korean zoning regulation to consider improvement of system and necessary to present right way of land use and management and also Mixed-Use Development. Thus, this study looks back to its original aim of Zoning Regulation, analyzing system of land use status and usage region of Seoul to derive improvements of stiffened land use of Korea. Plus, it is aiming to present necessity of new Mixed-Use Development means that could respond to various consumption and importance of Mixed-Use Development that considers regional connections flexibly.
