Abstract Urban regeneration part is being regarded important more and more these days through changing phases of higher industry, cultural landscape, and new values. It is also very important as a core dynamics for development within communities. The reason why this paper is based on the case of UK is that UK is the first country that has tried to apply the urban regeneration policies to the urban fabric and has the history that organization and supporting system is evolved relatively well in the course of the developing phases. In each local level, the numbers and forms of the organization and supporting system is well differenciated and specialized and still they are experimenting its own possibilities balancing between Top down from Government and Needs from local people managed by RDA. This evolving phases can be taken as a successful change to make the more stable and soft control and management for sustainable and integral governance and development for sustainable future. The core successful factor of regeneration is not only based on the efficient partnership and clustering but also education to enhace the self-reliance. The partnership and clusterization is important case for efficiency and improvement of the organization.
