Abstract This study has analyzed the openness rate sight for what improves the view and introduces the standard openness index in layout plans for the improvement in views from interior to exterior in the high-rise apartment housing. Also, this study shows the necessity of mitigation in height limit for better openness planning methods. As a result, following suggestions have made as ways of improving openness in apartment housing. First, the introduction of the open rate sight index is needed for evaluation standard of a view in an apartment housing. Second, the mitigation in numbers of stories regulation is needed for the view extension in apartment housing. Modulate the basic scale by the floor area ratio, consider the overall skyline in developing lands for housing, and then mark the regulated number of story section. However, the center of the apartment housing needs the mitigation or abrogation in average number of stories in buildings. The analysis of this study focused on height limit mitigation among planning methods for a view improvement in an apartment housing. In order to enhance the effect of openness by mitigating the restriction of the numbers of stories, the openness index standard has to be applied to planning standard.
