Abstract Recently government policy on the cost estimation of public construction projects are being developed in the direction of expanding the use of historical cost data instead of standard unit productivity data. However, the cost estimation by standard unit productivity data is still expected to be effective as one of the estimation methods until the estimation approach by historical cost data is settled way. Therefore, a collaborative and continuous effort is very necessary to ensure the universality and reliability of standard unit productivity data. It is not an exaggeration that the universality and reliability of standard unit productivity data lies in a reasonable and consistent measurement system. However, it is true that the controversy about its universality and reliability is ongoing because each investigator has different procedures and methods for measuring construction productivity. In order to solve such controversy, an improved measurement system of standard unit productivity data should be established and streamlined by taking the opinions from various stakeholders in the construction industry. This research is suggesting strategies for improving the current measurement system of standard unit productivity data based upon the result of extensive surveys from experts belonging to government, institution, academia, and construction industry. Through this study, it is expected that the standard unit productivity data fulfills its role as a basis of estimate on public construction projects.
