Abstract This paper explores the characteristics of the Korean community designs based on the content analysis of the related local ordinances. From the database of the ELIS (Enhanced Local Laws and Regulations Information System), 26 recent local ordinances, established specifically for the community designs in Korea, were drawn for the analysis. The results of the analysis can be summarized as followings: 1) The community designs in Korea are heavily influenced by the central government, as they are largely promoted by the policies of the central government; 2) Contrary to the central government's strong roles in Korean community designs, the concepts such as resident participation and initiation, as well as the bottom-up enhancement of the community are consistently emphasized as the major goal of community designs in Korea; 3) There are two types of the ordinances' purposes, one of which is to provide the support systems for proper implementation, while the other is to institutionalize community designs as a part of conventional planning systems in Korea; 4) Local governance systems now tend to be institutionalized through local ordinances: 5) While the physical aspects were mostly emphasized in the previous community designs in Korea, both physical and social aspects are now considered more in depth. 6) Although a key concept in Korean community designs is to invigorate the local community by its residents, the actual implementation body of community designs in Korea is the local government's administration. As conclusions, this paper suggests basic foundations to be referred to, when planning for better community design programs in Korea, which can be regarded as a contribution of this research.
