Abstract There are regional boundaries for the K-12 schools which are administratively designated for commuting. It is typically necessary to provide a community with possibility of dynamic evolution of educational ciruclation network in information age based on reforming the commuting circumstance that local educational environment developed for the continuing education with social sytems to develope a macro public domain to facilitate the existing educational institutions which is nationally essential strategy responding to the learning community for participants and residents in the place with multi-dimensions of the social context that has identified the educational disadvantages in lined with the digital divide based on the conceptual approach in terms of local economy and geographical context. The commuting structure reflecting educational organizations that provoke not only social movements but also communal groups consisting of three categories; 1)territory, 2)community, and 3)proximity. Each part has subdivisions characterizing the main socio-physical attributes such as distance, cycle and accessibility. The educational network of collaborative learning depending on the social structure relating to local distribution and micro circulation in terms of group proximity can be examined by the educational interactions between subjective programs and physical accommodation arrayed along the potential circulation system to simulate variables of educational activities covering the national program, participatory education and active learning.
